In the summer of 1987, something strange is happening in Oakland. A green substance is affecting the lives of the citizens when punks decide to fight back against skinheads; two aspiring rappers battle a local celebrity; a hitman who has worked for a criminal mastermind for years tries to quit; and the star of the Oakland basketball team plays a brilliant game and then learns of a tragedy in his home.

Former British special forces soldier Levon Cade has left war behind him and now works as a foreman on a construction site. He is always ready to help in times of need and will not tolerate injustice, which is why his colleagues respect him. One day, gangsters kidnap the 19-year-old daughter of people close to him. The police do nothing, so Levon, at the request of the parents, decides to find the girl himself and bring her home.
