Simon Templar, known as an elusive thief because of his extraordinary gift for disguise, has grown tired of getting involved in shady ventures. He decides that his next assignment will be his last. Ivan Tretyak, a powerful Russian industrial magnate, commissions Simon to obtain a groundbreaking technology for producing the world’s cheapest energy, developed by the brilliant scientist Emma Russell. With this technology, he intends to bring all of Russia under his control by providing heat to a freezing Moscow that has run out of fuel.

The so-called "Gang of Heroes" is terrorizing civilians by unleashing its creation—the giant, deadly robot Pioneer 1—onto the streets. The gang’s leader, however, believes that the scientists working for him are capable of much more, and soon the robot Pioneer 2 appears, created in the image and likeness of the boss’s girlfriend, Maria. By a twist of fate, the robot falls into the hands of a scientist and his friend—a former member of the Heroes Gang—and the pair, after reprogramming Pioneer 2, decide to launch a counterattack on the terrorists’ lair.
