There is a secret government program to build special fortified shelters in large cities in case of extreme threats to top government officials. After suffering heavy losses during a large-scale terrorist attack on a government motorcade, six special service agents hide in one of these places. Fighting off attacks from outside, they try to piece together what happened and come to the conclusion that there is a traitor among them.
