Once again they fight the villains of the Foot Clan and their leader Shredder. Thanks to April O'Neil, Professor Jordan Perry and the pizza delivery boy Keno, the Turtles manage to stop the spread of the mutagen mutant substance and save the people of New York from the terrible mutants Tokka and Razar.
Four turtles and a rat in the sewers of New York City got into radiation waste, mutated and turned into human-sized intelligent turtles, and the rat, who used to live with a Japanese ninja-tsu master, taught them martial arts. The turtles Leonardo, Raphael, Michelangelo and Donatello befriend a TV reporter and help stop the rise of youth crime.
For many years the United States has been fighting a grueling war, the population is impoverished, and to boost morale, the country holds an annual "Long Walk" competition. Fifty young men take part in it and must walk at a speed of at least three miles per hour, and after three infractions the contestant is eliminated. The winner will be the last one left and will receive a large sum of money and the fulfillment of one wish. In addition to other "lucky" participants, Raymond Garrity takes part in the new game, and he is in no hurry to tell his fellow travelers what wish he will make if he wins.

A mysterious accident in the tunnels under the Tokyo Bay Aqua-Line highway bridge puts the metropolis' emergency units on their ears. The chief of Japan's Ministry of Emergency Situations summons everyone to identify the cause of the accident and find possible solutions to the problem. Officials don't yet know that this is just the beginning. The giant creature known as Godzilla is on a path of destruction.
