In an attempt to conquer the planet, an alien intelligence creates and sends a mechanical Godzilla doppelganger to Earth. To help the "earthly" Godzilla defeat the monster, the humans summon another legendary creature, King Sizer.

Thanks to April O'Neil, Professor Jordan Perry and the pizza delivery boy Keno, the Turtles manage to stop the spread of the mutagen mutant substance and save the people of New York from the terrible mutants Tokka and Razar.
