Four turtles and a rat in the sewers of New York City got into radiation waste, mutated and turned into human-sized intelligent turtles, and the rat, who used to live with a Japanese ninja-tsu master, taught them martial arts. The turtles Leonardo, Raphael, Michelangelo and Donatello befriend a TV reporter and help stop the rise of youth crime.
