In the year 2296, more than 200 years after the nuclear war, the descendants of the privileged and wealthy live in self-sufficient, well-equipped bunkers, while the rest of humanity struggles to survive in harsh conditions. The clever and beautiful Lucy MacLean from Shelter No. 33 was planning to marry a guy from No. 32, but instead, their home is attacked by raiders who kidnap her father. New Mexico state police are investigating a series of bizarre murders and disappearances in which the assailants showed a distinct interest in ordinary sugar. Unusual traces are found at the crime scenes, and when an FBI agent and biologists are brought in to investigate, a terrifying suspicion turns out to be true. Following the 1945 nuclear tests at the Alamogordo test site, local ants mutated into giant monsters, and now humanity faces the bleak prospect of falling in an unequal battle against a hitherto unknown enemy.

A Doctor nearing the end of his seventh life has been accused of transporting the remains of his companion, the Time Master, back to their home planet. Despite his precautions, his old enemy is not only not dead, but is seeking revenge. By causing a malfunction in the TARDIS and traveling to San Francisco in 1999, the Master escapes.
