Miami police officers Marcus Burnett and Mike Lowry learn from TV news that their dead police captain, Conrad Howard, is accused of corruption and ties to drug cartels. Marcus and Mike refuse to believe it, and soon receive a videotape from Howard himself, taken by him before his death, in which he asks to find his killers and restore his honorable name.
