Aliens made first contact with Earth. Humans were prepared for everything from a hostile invasion to an incredible technological breakthrough. Neither of these things happened. The aliens turned out to be refugees from their own planet, and while the world community was deciding what to do with them next, a temporary camp was organized for them in South Africa's Area 9.
After 20 years, an ordinary civil servant is given the task of handing the alien visitors eviction orders.
